Generally speaking Congress Enacts broad ranging Legislation that is then approved by the Executive Branch and then followed up with Rule Making at the Executive Branch Departments and Agencies. Departments have Executive Branch Cabinet Representation and Agencies are roll ups to Departments for Executive Branch Representation.

Having grown in Close proximity to the Seashore, Woods Hole Oceanographic Institute, Marine Biology and more...if anything Our scope may be biased towards environmental protection within reasonable parameters. The Charles River and Boston Harbor circa 1970-80s provided a potent tactile refrence base for the need to excercise responsible stewardship of the Environment. I additionally have the honor of being connected to a Family member who assisted on the Gulf Clean Up.
